Basics of Digital Government Transformation
The "Basics of Digital Government Transformation" programme includes 5 basic courses and 36 modules as follows: The Gov 1.0 course addresses the foundations of digital government, including modules in the following topics: Introduction to electronic government (index, indicators, definitions), Digital Government (OOP, innovation, e-Id, etc.), standardization and interoperability (EIF, EIRA). The Gov 2.0 course focuses o digital governance and engagement, including modules in the following topics: Digital transformation, Open Government and Data, E-Participation (e-consultation 2.0, e-democracy), Service co-creation & Social Media. The Gov 3.0 course encompasses data-driven and evidence-based decision and policy making, including modules like: Big Data, Smart City Government / IoT, Machine Learning/Data Mining and more. Ethics and soft skills: This course includes modules related to Legal Foundations, including international and national laws regulating digital government, Sustainability and societal challenges and Ethics in disruptive technologies. The Entrepreneurship courses will teach you basic knowledge about starting your own business. It will take you through how to organize your ideas, get to know your market and customers and develop products and services.

- Who it is aimed at (Target Group): Public Digital Leader
- Short description: Digital transformation characterizes the attempt of modernizing government and public service provisioning through the use of information and communication technologies (ICT).
- Teaching objectives & learning outcomes: Students who successfully complete this course must be able to: • know the basic characteristics of the main functions (both operational and policy-making) of public organizations. • understand in depth the key concepts of this area and its generations • understand the ethics and security issues arose from digital transformation of any generation • understand the concepts and models of e-participation and collaborative governance • understand and seek ways of innovation in and entrepreneurship with the public sector (available business models) • know the basic characteristics of the main forms of information systems that have been developed for public organizations • know the basic technologies under digital government 3.0 • know the main actions required for electronic public administration and governance but also the challenges it creates • understand the main models of acceptance and diffusion of technological innovations • understand the basic principles and methods of artificial intelligence - machine learning, ways of utilizing them in public organizations • understand the key levels of interoperability and the basic principals of its achievement (EIF 3.0) • understand the key features and possibilities offered by one-stop virtual e-public services, as well as the challenges and difficulties • understand the structure and possibilities offered by pan-European electronic public administration transaction services
